Committees

The IAOS Board has formed various committees, each committee comprising of a small group of people assigned to focus on a particular task or area, such as Maintenance Committee or Communications Committee. A committee generally makes recommendations to the IAOS Board for the decision. However, the board may delegate aspects of decision-making to a committee, whereas any decisions made by such a group remain the responsibility of the whole board.

Purpose:

  1. To promote brotherhood and unity among Muslims
  2. To strengthen relationships and coordinate with other Islamic institutions in Saskatchewan and Canada.
  3. To promote and encourage mutual understanding and friendly relations between Muslims and the community at large.


Duties and Responsibilities:

  1. Developing and maintaining an active website for the IAOS
  2. Publishing a newsletter.
  3. Developing a database for the Muslim community members of Regina.
  4. Communicating information about the Islamic Association activities and plans to the Regina Muslim community and receiving feedback.
  5. Coordinating with the Regina Huda School and facilitating their advertisement in the Islamic Centre.
  6. Coordinating with the Muslims for Peace and Justice Organization and facilitating their advertisement in the Islamic Centre. Special emphasis will be on the communication with the media and government authorities.
  7. Coordinating with the Muslim Student Association at the U of R and facilitating their advertisement in the Islamic Centre.
  8. Coordinating activities with other Islamic organizations across North America and the world.
  9. Communicating with non-Muslim religious institutions.
  10. Reporting to the IAOS board through the chairperson on a regular basis and presenting a written report to the IAOS board every 4 months about the activities and achievements.

Purpose:

The fundraising committee exists to oversee and conduct fundraising activities on behalf of the IAOS.


Duties and Responsibilities:

  1. To develop a Strategic Plan, policies, and procedures related to fundraising activities for recommendation to the BOD. (Evaluate current programs)
  2. To provide guidance and oversight of all fundraising programs.
  3. To establish annual and long-term fundraising priorities and financial targets.
  4. To monitor and evaluate progress in meeting the fundraising targets
  5. To provide leadership to other volunteers involved in fundraising activities (sub-committees).
  6. To ensure appropriate resources are mobilized to support fundraising activities.
  7. To assist with ongoing solicitation of support between major fundraising campaigns.
  8. Monitor fundraising efforts to be sure that ethical practices are in place.
  9. Ensure donors are acknowledged appropriately.
  10. Ensure fundraising efforts are cost-effective.
  11. Coordinating activities with other Islamic Centres in Regina, Provincially or Nationally as required
  12. Coordinate with other committees (such as New Mosque Committee, Social, Maintenance etc.) to raise funds to support specific projects or events.
  13. Provide quick response for international and local disaster relief fundraising
  14. Coordinate with non-Muslim charitable organizations and look for opportunities to for joint fundraising. (food banks, shelters, cancer research etc.)
  15. Reporting to the IAOS board through the chairperson on a regular basis and presenting a written report to the IAOS board every 4 months about the activities and achievements.

Purpose:

  1. To maintain the good appearance of the building facility and a safe environment conducive to effective education and prayer.
  2. To maintain efficient use of utilities and ensure the comfort of the facility users at all times.


Duties and Responsibilities:

  1. Organizing interior cleaning duties, including vacuuming, dusting and washing and maintaining washroom and kitchen supplies.
  2. Maintaining the heating system, hot and cold running water, plumbing, air conditioning, lights, power systems and telephone.
  3. Maintaining the paint and repairs of both the interior and exterior of the building.
  4. Maintaining all furniture in good and clean condition.
  5. Maintaining the parking lot and fencing in good condition.
  6. Obtaining repair estimates and professional assistance as required for maintenance items.
  7. Organizing professional services for snow removal and yard care including lawn care and weed removal.
  8. Looking after the security of the building with proper operation of locks and keys to all exterior and interior doors.
  9. Reporting to the IAOS board through the chairperson on a regular basis and presenting a written report to the IAOS board every 4 months about the activities and achievements.

Purpose:

The membership & election committee exists to develop and implement an action plan for membership development (facilitate membership renewals, ensure that member needs are met, and solicit new members of the community).


Duties and Responsibilities:

  1. To develop (or review annually) a Strategic Plan, policies, and procedures related to membership issues for recommendation to the BOD.
  2. Actively encourage/recruit individuals and families to become members in good standing. In particular encouraging young people and new residents to be members.
  3. Review and maintain application form and make revisions when necessary.
  4. Assess membership applications for appropriate documentation, fee payment, eligibility, etc. and make recommendations to BOD to accept or reject applications.
  5. Notify members of yearly renewal and encourage them to opt for automatic payment (December). Follow up individually if necessary.
  6. Review membership costs every two years and make recommendations to the BOD.
  7. Maintain current list of membership contact info and talent registry (IAOS membership Database).
  8. Advise and assist the BOD with membership disciplinary actions when required.
  9. Advise and assist BOD in recognizing exceptional membership volunteer or civic contributions.
  10. Actively recruit qualified candidates for upcoming BOD elections.
  11. Develop a strategic succession plan for IAOS Board member positions – promoting volunteers to get involved at the committee level and move on to board positions.
  12. Assist the BOD in preparation for the Annual General Meetings.
  13. Officiate IAOS Board Elections: review candidate lists and determine eligibility to run (based on criteria set out in the IAOS Bylaws) and make recommendations to the BOD, prepare ballots, etc.
  14. Provide membership feedback to the board, this may include conducting membership surveys. If required develop action plan to improve membership satisfaction.
  15. Reporting to the IAOS board through the chairperson on a regular basis and presenting a written report to the IAOS board every 4 months about the activities and achievements.

Purpose:

  1. To advance, promote and raise awareness of Islamic religion and Culture.
  2. To organize religious and educational activities.
  3. To act as an advisory committee for the board of the IAOS in all religious matters as per the Duties and Responsibilities listed below.


Duties and Responsibilities:

  1. Advising on the Friday prayer, Eid prayers, Taraweeh prayers, janazah prayer and other congregational prayers as required
  2. Coordinating with halaqa groups in the mosque and facilitating their halaqa requirements
  3. Organizing and supervising programs for Islamic classes and Tahfeezul Quran for children, youth and adults as required.
  4. Coordinating and arranging for Islamic conferences
  5. Inviting knowledgeable speakers at different events
  6. Establishing and supervising a Da’wah program
  7. Arranging gatherings with non-Muslim religious institutions
  8. Assisting with marriages and funeral services
  9. Providing religious counseling upon request
  10. Reporting to the IAOS board through the chairperson on a regular basis and presenting a written report to the IAOS board every 4 months about the activities and achievements.

Purpose:

  1. To promote brotherhood and unity among Muslims from different cultural backgrounds.
  2. To organize social and cultural events and leisure programs for the community.
  3. To assist community members to overcome social challenges.


Duties and Responsibilities:

  1. Organizing social functions for the community and children for the two Eids.
  2. Organizing potluck Iftars in Ramadan for the community.
  3. Organizing general potluck dinners for the community on a periodical basis.
  4. Encouraging social clubs and gatherings to discuss interesting topics for the youth.
  5. Organizing indoor and outdoor fun games and entertainment for the children.
  6. Organizing trips and outdoor activities for the whole community.
  7. Facilitating social and cultural gatherings for the sisters upon their request.
  8. Welcoming new immigrants and refugees and helping them in their new life in Canada.
  9. Establishing and organizing a fund for the community members in emergency cases.
  10. Providing social counseling upon request.

Purpose:

  1. To promote brotherhood and unity among Muslims through participating in sports
  2. To organize sport activities for the community
  3. To promote games and sports for young and old, for male and female, raise awareness among all and find ways and means to help them participate in active living and adapt a healthy lifestyle


Duties and Responsibilities:

  1. Identifying the games that are popular in our community and the facilities available for it
  2. Forming sport teams from the community from different ages in different sports
  3. Organizing sport activities and tournaments for the community in co-ordination with MSA and Regina Huda School
  4. Organizing tournaments with other communities inside and outside Regina
  5. Reporting to the IAOS board through the chairperson on a regular basis and presenting a written report to the IAOS board every 4 months about the activities and achievements

Purpose

  1. Assess the infrastructures required for the Muslim Community in Regina for mosques, schools, social/sports activities centers, revenue generating properties etc
  2. Develop short and long term plans for the required infrastructures in terms of projects.
  3. Estimate the budget required for the projects and its phases.


Duties and Responsibilities Planning

  1. Gather census data on the Muslim community to explore our current needs and forecast future needs (with regard to physical assets: mosques, schools, revenue generating properties, etc.)
  2. Provide an assessment of the current status of the Regina Muslim Community detailing facilities throughout the city
  3. Use the assessment to note potential shortfalls
  4. Engage in a community awareness campaign with City Council, the Mayor, Municipal and Provincial administrations, and other like-minded organizations.
  5. Ensure communication and outreach within the community’s existing organizations such as mussallahs, mosques, schools, businesses, etc
  6. Explore and learn from successful ventures by Muslim organizations in other jurisdictions throughout North America or faith groups facing similar challenges.
  7. Develop & provide the BOD recommendations for short term (3 year) and long term (10 year) goals with the action items and timelines required in order to meet those goals.


Site(s) Selection

  1. Explore options for building or buying assets in and around Regina.
  2. Work collaboratively with the municipal and/provincial government on this search. Lobby them for subsidies or other support.
  3. Work closely with the IAOS Legal counsel.
  4. Make recommendations to the BOD on use of external realty and engineering consultants. Research, interview and get references if required.
  5. Develop criteria for evaluation of selection of potential sites – a Grading system so that comparisons can be made between sites.
  6. Make recommendations to the BOD on which option to pursue.
  7. Aid the BOD and Legal counsel in purchase offerings and setting conditions precedent.


Due Diligence & Acquisition

  1. Map out requirements for satisfying conditions of the purchase agreement. Prepare time-lines.
  2. Work closely with Vendor and manage consultant team to meet timelines.
  3. Confirm requirements for Zoning and Land Use Resignation if required. Ensure zoning/land use approval prior to recommending to the BOD to remove purchase conditions.
  4. Develop project budget – use external consultants if required. This budget will be delegated to the Fundraising Committee by the BOD.
  5. Make recommendations to the BOD on staging cost requirements.
  6. Make recommendation to the BOD to finalize purchase


Design and Constructions

  1. The design and drawings approval will be conducted by certified engineering firms according to the project’s Scope of Work.
  2. The construction will be conducted by certified construction companies and supervised by professional engineering firms.

IAOS Funeral Committee strives to provide dignified funeral and burial services to all Muslims living in Regina and surrounding areas. These services are tailored by high ethical standards serving all cultures while staying faithful to core Islamic teachings. We make sure that all families are treated with the utmost fairness, dignity, and respect. We are also committed to working within the financial means of families and providing them with any support that is needed. We pray for Allah’s mercy to be with the departed and hope that they may find peace and happiness in the hereafter. Ameen.

 

Primarily this committee will assist families with below:
➢ Brief guidance on the funeral and burial process.
➢ Initial communication to the City of Regina and Speer Funeral Facility
➢ Provide viewing services and maintenance of the deceased overnight in the funeral facility of the mosque, if necessary
➢ Arrangement of trained volunteers to perform washing (ghusl) and shrouding of the deceased in the funeral Facility of the mosque
➢ Provide casket and shroud (Kafan) which are free of cost
➢ Announcement of the death in the community, on the IAOS Facebook page https://www.facebook.com/reginaIAOS/ and if possible other social media outlets
➢ Providing the option of affordable transportation.
➢ Arranging the Janaza funeral prayer

Currently, Muslims in Regina have two cemeteries to bury their loved ones.

  • This cemetery has a section reserved for Muslim lots only. There is also an option to purchase the burial in advance.
  • After the death of your loved one assign an individual (preferably next of kin) to make funeral arrangements.
  • Representative can contact the Islamic association of Saskatchewan. Subsequently, contact Speers Funeral Services https://speersfuneralchapel.com/ at (306) 522-3232.
  • They will assist in the transfer of the deceased body from the place of death to the Masjid.
  • Inform Speers Funeral Services and the Islamic association of Saskatchewan’s representative of the day and time of burial.
  • Arrange a meeting with Speers funeral Services home regarding obtaining a death certificate, and burial Permit Burial Permit link. The faster it is done the faster we can serve you.
  • Arrange a time and date with a representative of IAOS for Ghusl and Kafan and view the deceased. Availability of family members for Ghusl and Kafan is encouraged if possible.
  • Burial will take place at the Islamic Association of Saskatchewan, Regina, Inc. section of Riverside Cemetery, Regina.

 

  • Cost of Burial Services (Effective Jan 1, 2023)
    1. Paperwork and transfer of the deceased from the place of death to the Masjid and Cemetery:
    $1135 payable to Speers Funeral Services.

The cost can be more if services are provided afterhours, weekends and holidays.

2. Cost of opening and closing the grave $1380.0, set up fee $250.0 and fiberglass dome $345.0 paid to City of Regina by Speers Funeral Services. Payable to Speers Funeral
Services. Current cost $1975.0. This cost changes every year and kindly confirm the amount from the funeral home.
3. Burial lot purchase from the City of Regina $1919.0 + GST, payable to the Islamic Association of Saskatchewan, Regina Inc. This cost does not include tombstones and other memorials. This cost changes every year.
4. Islamic association will be providing the services as keeping the deceased in the funeral facility, Kafan and casket are free of cost.
5. Any donations to run the funeral facility will be appreciated.
6. Weekend burials can also be arranged. The cost will vary, and any extra services will be charged separately, check with Speers Funeral Services for the services and charges.

Children (less than or equal to eight years of age)/stillbirth funeral process and costs (a guide to families).

2. Regina Muslim Cemetery

1. Regina Muslim Cemetery Regina Muslim Cemetery | Facebook is located at Unnamed Road,
Richardson, SK S0G 4G0.
2. This cemetery consists of 20 acres of land nearly 20 kilometers south of Regina in Richardson.
3. Currently there is a good number of burial lots available, Alhamdulillah. The option to buy a
burial lot in advance is under review.
4. Islamic society of Regina (A separate Muslim Organization in Regina) owns, maintain, and run
Regina Muslim Cemetery. Burial Services are restricted to Sunni Muslim community only by ISR.
5. The cost of the burial is $1500 which is payable to Regina Muslim Cemetery. This cost includes
the burial lot, opening & closing of the grave, setup fee, Fiber dome and plaque.
6. Transportation of the deceased from and to the hospital, mosque and Regina Muslim Cemetery
and paperwork (Burial permit) is completed by Speer Funeral Services Facility.
7. Currently the cost of the transportation is around $1000 and $135 approx. for the
documentation is payable to Speers Funeral Services. These costs are subject to change and can
be affected by if services are provided after working hours, weekends, and holidays.

Purpose:
To support the business persons and entrepreneurs in our community, by providing opportunities for networking, marketing, and liaison between business operators and professionals with specific skills and resources required by the businesses to succeed.

Duties and Responsibilities:

  1. To develop a data base of local businesses owned and operated by community members.
  2. To develop a database of professionals in the community, who have the skills that might be helpful to community business owners, especially start-ups.
  3. To act as the point of contact in helping connect the existing or potential business owners with the professionals as and when needed.
  4. To organize seminars/training programs for new community members or those who are interested in starting their own businesses.
  5. To organize seminars/training programs for existing businesses to help enhance productivity.
  6. To provide marketing opportunities to community business people; through bulletin boards, emails, IAOS web page etc.
  7. Present IAOS business of the year award to the community business based on pre-established criteria, which include integrity and community service that enhances the image of Muslims in Regina.
  8. To encourage entrepreneurship in our youth, by organizing business competitions for high school students.

Purpose:
To assist the Treasurer and the board in matters relating to the financial governance of IAOS.

Duties and Responsibilities:

  1. To assist the treasurer and the board in:
  2. developing, revising and implementing the financial policies of the association.
  3. developing the annual budget and periodically reviewing that the expenditures are in line with the budget.
  4. evaluating strategic financial decisions.
  5. the preparation of financial statements of IAOS in conjunction with the IAOS accountant.
  6. matters related to compliance with CRA regulations, as and when requested by the treasurer.
  7. providing analysis and recommendations regarding any other financial matters referred to the committee.

Purpose

  1. Assist IAOS to become a best Islamic education provider for children, youth and adults in Saskatchewan.
  2. Meet the religious needs of Muslims in conformity with Islamic beliefs based on the Qur’an and Sunnah by delivering Islamic educational programs and also other educational programs and related activities
  3. Develop new programs and expand existing programs aligned with the IAOS Strategic plan and also based on the community needs
  4. Aims to improve the perceptions of the community


Duties and Responsibilities:

  1. Plan, design and develop new educational programs for the children, youth and adults
  2. Follow the IAOS strategic plan
  3. Review and evaluate existing programs for improvements and expansion
  4. Assess the community needs on Islamic education and other educational programs and related activities
  5. Submit the detail proposal for new program or expansion of existing program to the board for approval
  6. Administer, organize and run all approved educational programs
  7. Design curriculum, manage books & materials and teaching methods
  8. Prepare yearly IAOS Education Calendar
  9. Manage resources (teachers, instructors, facilities and other necessary logistics)
  10. Reporting to the IAOS board through chairperson monthly basis for each program and other activities, achievements and suggestions
